With time running out before Congress heads home for Christmas, lawmakers have introduced a mammoth 1,476-page omnibus spending bill. The bill totals more than half a trillion dollars and combines 11 of the 12 federal appropriations bills for fiscal 2008. Members of both parties are in a hurry to get the work done and leave town, creating a classic case of passing legislation without first fully understanding the consequences.
The Heritage Foundation’s team of fiscal watchdogs has volunteered to help educate members of Congress and the White House about the tricks, gimmicks and earmarks stuffed into this huge omnibus. We’ve divided the legislation into four areas — budget gimmicks, policy riders, pork projects and general outrage. Our team will will be pulling out everything we can find — from outrageous earmarks to unbelievable spending gimmicks.
